President Havel correctly observed in the October 15, New York Times article that the cancellation of the missile defense treaty was an internal American decision. European anniversary dates aside, I made the same point in a Prague Post commentary piece July 9, 2008, "Keep US Dollars At Home", six months before Obama took office. President Obama, a former constitutional lawyer, announced the cancellation of the missile defense treaty on US Constitution day. If the Czech Parliament ratified the the treaty before President Obama took office the Bush Administration had announced their intentions to circumvent the US Senate, thereby avoiding the "advise and consent" provision of the US Constitution requiring two-thirds of the US Senators to vote affirmatively on any pending treaty. Vice-President Biden, was the Chair of the Senate Foreign Relations Committee in 1999 when the US Senate voted to ratify the NATO treaty admitting Poland, Hungary and the Czech Republic. The White House was undoubtedly fully aware of the significance of the date when the announcement to cancel the treaty was made.

Former President Havel recently correctly observed in the New York
Times October 15, 2009 that the cancellation of the missile defense system in the Czech Republic and Poland was really an internal American decision. European anniversaries aside, I made the same point in a Prague Post Commentary,"Keep US Tax Dollars At Home", July 9, 2008, six months before Obama took office.
President Obama announced the cancellation of the missile defense system on the anniversary of US Constitution Day. Had the missile defense treaty ever been ratified by the Czech Parliament the Bush administration never intended to send it to the US Senate for ratification as a treaty thereby violating the US Constitution's provision of "Advise and Consent". Anyone who can count knows why. Treaties require two-thirds of the US Senators to vote affirmatively to adopt a treaty. It never would have happened so Bush conveniently announced his intention to by-pass the US Senate and violate the US Constitution.

Vice-President Biden was the Chair of the Senate Foreign Relations Committee in 1999 when NATO was ratified to include Poland, Hungary and the Czech Republic. The Obama White House knew exactly what they were doing when they announced the cancellation of the missile defense treaty on US Constitution Day.

Isn't it wonderful that the US now has a man like Joe Biden as VP instead of that butthead Dick Cheney. Joe Biden can always be counted on to say just the right thing. A man of exceptional integrity who has served his country with honor. He is the perfect compliment to President Obama. They made a great team. The world can sleep well each night knowing that they and not that shoot from the hip guy George W. Bush is in Washington......if we're lucky for the next 7 1/2 years.
