The scaledown of Ukrainian forces and traditional arms manufacturing for Russia will leave a lot of 'military hardware'. It may well be worth looking to the E.U. help to close arms factories that only have a third world market. Peace keeping troops throughout Africa have experienced the harsh reality of 'Kalashnikov teenagers' who are now seasoned guerrilla fighters. This needs agreement, so no E.U. country supplies 'open market' groups that are in essence 'bandits'. Cargo planes full of hardware under 'comapany names'; undisclosed management; is easy money. The final bill may be a lot more. Some day Ukranian peace troops will face the very arms they are issued with. I expect many other counties let 'government consultants' fly all sorts of hardware. Adressing the problem now may save in the long run.
