ČMFS considers expanded sanctions

Soccer association may give penalties for fouls not punished in play

The Czech Football Association (ČMFS) is evaluating how it handles player sanctioning after Canadian-born Kladno forward Dave Simpson was knocked unconscious by an allegedly malicious play in a Gambrinus liga match Oct. 22.

Teplice's Josef Kaufman elbowed Simpson in the head in the first half, giving him a concussion.

Kladno officials said the blow was intentional, but referees didn't give Kaufman a yellow card. The ČMFS Disciplinary Commission is determining whether Kaufman fouled Simpson.

"It is nothing new," said Ivo Lubas, ČMFS professional soccer director. "The disciplinary commission has always had the right to initiate proceedings based on any incentive."

But, if the commission decides to punish Kaufman, it would be the first time a player who went unpunished during a match could face sanctions.

"It is currently investigating and gathering information," Lubas said. "It is too early to anticipate the result."

Kladno has filed a complaint, claiming Kaufman intentionally elbowed Simpson.

"By no means was it intentional," Teplice coach Vlastislav Mareček told the Czech News Agency. "I am sorry for what has happened to Simpson."

Kladno spokesman Miroslav Bureš said his team is in favor of ČMFS involvement in every questionable instance, not just ones in which the team's players have been injured.

"If the player is not punished by the referee during the match, the ČMFS Disciplinary Commission should definitely deal with such a case," Bureš said. "It is not a question of this particular player who caused the injury. Punishment should be stricter for all the players who act violently."

Lubas says the ČMFS hasn't seen increased violence this season, but Kladno officials say otherwise.

"We think that there are more violent attacks on the field these days because they are assessed very benevolently," the team announced in an official statement. "We think it is time to punish unfair playing by either reprimand or suspension of the player."

Officials have seen such a steep increase in the number of formal complaints against referees in the Gambrinus liga that they have taken measures to quell complaints.

Referees' Committee Chairman Luděk Macela and club representatives agreed to increase the fee to submit complaints against referees from 2,000 Kč ($89) to 10,000 Kč beginning Nov. 1.

Simpson was in intensive care before being released from the hospital Oct. 27.

"The last checkups turned out well," Kladno team physician Vladimír Lemon said. "Dave is going to be on home treatment and is going to come to hospital for other neurological checkups."

Lemon said it's too early to determine when Simpson would return, but it's unlikely to be this season.

"Only the results from checkups in the upcoming weeks will tell us more," he said.
